At the beginning of the one-minute-and-40-second video, which was edited for privacy reasons, the man appears to be on his knees struggling with one of the officers on the sidewalk outside the pub. He gets to his feet and the officers stand on either side of him.

An officer seems to kick the man, who clenches his fist as he turns between the officers. A voice can be heard shouting: “Tasers, Tasers, Tasers!”

After being hit with the Tasers, the man tumbles onto the low garden wall that runs along the sidewalk. He shouts: “I didn’t do anything!”

An officer shocks the man with the Taser again as the suspect sits on the wall. Police repeatedly order him to get on the ground.

He stands up and calls, “Going home.”

The man sinks to his knees near a few plants on the other side of the sidewalk. One officer kicks him in the back several time. The man seems to make one attempt to kick the officer. The other officer uses his Taser as the police continue to tell him to get on the ground.

One man appears to try to calm the situation, walking to the man and saying, “Hey buddy, I know you. Chill out,” he says. “You know me, bud.”

Still sitting on the ground, the man appears to reach for something on the sidewalk when an officer Tasers him again.

Another onlooker can be heard telling police: “Disabilities! He has disabilities.”

“That’s fine. Back up,” the officer replies.

Near the end of the video, a voice can be heard saying: “Don’t fucking take the knife out. You take the knife out, I’ll fucking shoot you.”

Earlier that evening, the man was heard saying that people who gave him trouble: “deserved to have their heads cut off,” according to the article by DailyHive reporter Nikitha Martins.

The file is under investigation, according to Coquitlam RCMP.

No outside investigation

The Independent Investigations Office of B.C. will not be pursuing the matter, according to an IIO representative.

The civilian watchdog only investigates police-involved incidents that result in death or a severe, permanent injury.
